swift doesn't allow non-admin users to connect

Swift is functioning and a subset of systems users can read/write to the system, but not all users.

Users can manage storage (but not create containers) if they are assigned to the "SwiftOperator" role. Alternatively, if they need to create containers on a project, the project needs to be named the same as the user_id.
