Everything in Im3D state (cpp side) looks perfectly fine, as in mouse pos, current mode, global/local switch, select key. So it looks like something internally in Im3D is locking up.
Easier steps to repro though:
Select something
Click (m/o moving) on plane (doesn't matter if xz or xy or yz) gizmo control in translation mode so you also click outside of entity
Update: apparently it's locking up exactly when gizmo select was active and selected entity is changed (due to click). Normally these values are 0 if mouse not intersecting controls and select=false
