Ckan service doesn't handle spaces in parameter values #26

We're trying to query on tags that have spaces in their names. We need to make sure the URLs are being built correctly.

It turns out this is an outstanding bug with CKAN.

The web service is incorrectly spliting the tag value on spaces. So tags with spaces in their names are not supported.

inghamn removed this from the 0.2 milestone
