Publish on Packagist

At the moment this is a bit painful to install and use - severely diminishing it's usefulness.

Can we get this published via Packagist ideally after doing #13

I'm working on this in mjco/civicrm_coder with a view to being able to publish a version that doesn't have the Drupal-specific parts (modules, info files etc) and gives us a base on which we can publish a pure-CiviCRM coder ruleset.
