Update cursor appearance for text links & other interactive components across site

Overview

We need to check the international cursor standard for pointy hand or arrow to adhere to ADA guidelines.

Action Items

• Design
  • Research what is the international cursor standard between pointy hand and arrow.
  • Annotate Design system with guidance
• Development
  • Audit site to confirm compliance with desired/specified behavior of pointers.
  • If site is not compliant:
    • Define recommendations for changes (in the comments below)
    • Get signoff from Development lead
    • Make changes

Thank you for researching, will follow up with Dev to only display Pointing Hand cursor for URL links on the site and not for interactive components such as buttons.

Before we dive into the guidance that this issue seems to provide, we need to make sure its findings are still accurate. Kevin Ashworth indicated that he sees the finger on major sites like apple on both buttons and links. Here is an example.
