[TDD] Create TDD for Adding Suffix to Name Question

Problem Statement:

Residents who have names including a suffix are currently not able to correctly input that part of their name within our name questions on CiviForm. This was specifically requested by program admins at Charlotte, who need to ensure that full names are correct to run background checks on program applicants.
