To state more clearly: when creating something with the cuboid tool, if you reach a max bound when in the (yellow) "creation phase" you cannot accept (neither when setting the base area nor the height) the max bound. Say it let's you make a (yellow) pillar of height n (setting the y bound of the cuboid): when you try to accept this, to convert it to say, a stone pillar of height n, it won't let you. You can however make it one block shorter, at which point you can accept the height and make a stone pillar of height n - 1. This is the case for setting the base area as well (x, z).
