No overflow should be generated by .wrapper and no negative margins should be set to .wrapper below 768px.

Please describe the actual behaviour

Horizontal overflow is generated by .wrapper and negative side margins are set below 768px.

What steps can be taken to reproduce the issue?

Open any CKAN page which includes a .wrapper element and decrease the width of your browser window, below 768px. A horizontal scrollbar will appear below the break point.
