I would propose to get rid of the 2-steps procedure to create a dataset; let just the user create an empty dataset (which can be useful too) and after that adding the files.
The current interface is a bit redundant and confusing too: what is the meaning the "previous" button if I already added a resource? Would it bring me to the first file or to the dataset creation? If so, what would happen at the first file I added?

@frafra i think this is started to be addressed in PR 4544. It allows a dataset to be created without any resources is 2.9.

For a project we were asked by a user to let them see previous resources when adding new ones to be able to reference naming and descriptions to keep them similar.

We were thinking of changing the form to allow cycling next and previous resources. On first step they get to save dataset (finish) or add resource. Next steps they get to save and finish, go to previous step while saving current content, or save and add another ( 3 options: done, previous, next). If they add, lets say 4 resources, and click previous and go to the 3rd resource from the 4th, on the 3rd resource they get all options plus Next to get back.

Just one idea.

I also get asked for a mass upload / edit option in the web UI but its harder to narrow down what is intended and how to implement for lots of scenarios (a template csv thats imported?).
