Describe the bug
The column resource_group_id just gets dropped. So the mapping between datasets and resources is lost. What I do not understand is: why does te new column package_id for resource does not get populated with the mapped values from the the resource_group table?

resource_group (id, package_id, label, sort_order, extras, state, revision_id)
