Implement 'Featured Organizations' on front page

Currently you can show "featured groups" on the CKAN front page (and you can set in your config file which groups you want to show) but there's no way to show featured organizations on the front page.

We want an easy way to show featured orgs on the front page.

We probably want to be able to specify which orgs to feature as a config file setting.

For both featured orgs and featured groups, we probably want to be able to set them in a nice way in the admin config page as well.

It should also be possible to turn off either featured groups or featured orgs entirely.
