Provide detailed reproduction steps (if any)

When you try to use skin's path in config: https://docs.ckeditor.com/ckeditor4/docs/#!/api/CKEDITOR.config-cfg-skin, inline toolbar will not be able to load proper skin css, even if those are present in library.

  1. Add path to CSS config
  2. Run balloon panel

Expected result

Balloon panel is loading without CSS errors.

Actual result

CSS link is broken.
