Selecting a paragraph 3 times and applying heading 1 on that paragraph applies heading on next paragraph as well.

1. Paste this text in ckeditor.com demo page
   The purpose of lorem ipsum is to create a natural looking block of text (sentence, paragraph, page, etc.) that doesn't distract from the layout. 4. The next paragraph also becomes heading.

This issue is in fact caused by the upstream browser issue, please see this comment #484 (comment). In this case I would consider it as a feature request to alter default browser behaviour.
