rewrite because payload length handling is ugly
need something like cursor that can be used to specified position
in the buffer, something like this:

(let ((pos (obuffer:write-placeholder obuffer 4)))
  (let ((bytes-written (encode-frame-payload obuffer payload)))
     (obuffer-encode-ub32 obuffer bytes-written :at pos)))

or maybe:

(obuffer-with-payload-length-as-ub32 obuffer
  (encode-frame-payload obuffer payload))
