Shulkr not recognized command

'shulkr' is not recognized as an internal or external command,
operable program or batch file.

That is the error I receive upon trying to use shulkr.

There is absolutely nothing about what this could mean, and nothing online about something installed with pip, that is recognised to exist by pip, not being recognised when you go to use it.

I need help, what does this mean??
