CD turning on bulbs after they have been turned off

I'm thinking the best way to handle this is to have separate event handlers for bulb switch changes and for timed changes. The repercussion of this is that bulbs could be out of sync slightly until the timed update occurs. And I'm not entirely certain that this would fix the issue because it could still occur with the timed event.
