Is your feature request related to a problem? Please describe.
As an Admin who wants to update or add state information, I need privileges.

Describe the solution you'd like
PUT / POST to state table behind auth.

Describe alternatives you've considered
A clear and concise description of any alternative solutions or features you've considered.

Additional context
This is the only user role required, and there need only be one.
