Cilium network plugin does not work with CRIO #106

The default upstream cilium plugin does not work with crio which means it does not work on Clearlinux today

Definitely need cilium-crio.yaml

@krsna1729 @mcastelino as we are not supporting cilium in the cloud native setup scripts is this issue still valid?

Closing since this was due to wrong yaml and/or other component issues. Nothing to do with cilium itself
