add a gh security (or gh repo security) subcommand

It would be awesome if gh implemented nice sub-commands and options to interact with the REST API endpoints for repository security advisories.

There are some examples of using raw gh -api to interact with security advisories, but of course that's very tedious and error prone for humans to do.
