support resource group tagging api for more resources

Not sure when s3 was added in the resource group tagging api, but looks like it's supported now:

s3 tagging and api has enough vagaries its not worthwhile imo to update. there are others where it might be (cfn also has a wierd tagging setup). this isn't really an enhancements its house keeping.
