azure - ability to reference parent resource group tags

In Azure it is common to store metadata at the resource group level in tags rather than on each individual item.

• A user may often want to reference these tags in a webhook, logic app, or notify action.
• A user may also want to reference these tags in a value filter.

This may overlap with our parent filter in some way, or with the value lookup work that is happening.
