AWS- adding support for AWS AFI (fpgaimage)

Is your feature request related to a problem? Please describe.
We would like to identify the missing tags for AFI on creation and after creation. We plan to delete the resources on missing tags on creation.
Another resource that we want support is for Client VPN Endpoint.

Missing Tag for AWS AFI resource - Identify and delete the resource on missing tag on creation.

Describe alternatives you've considered
Since Cloud Custodian is not supporting this resource, so we have not written any policy for this resources and lower the prioritization.
