Support sending findings to Azure Security Center.

Is your feature request related to a problem? Please describe.
Cloud Custodian supports sending findings to AWS Security Hub, but it would be great if it supported sending findings to Azure Security Center too.

Describe the solution you'd like
I'd like an action similar to the post-finding action that sent to Azure Security Center.

Describe alternatives you've considered
We've considered creating middleware that Cloud Custodian can send results to that then sends it to Azure Security Center.

custodian also supports google cloud security command center. i've looked at azure security center and discussed with some folks from ms, it was a little unclear on how to ingest into it from the api.

if you have any suggestions or contributions on the topic that would be welcome, ie why create middleware instead of contributing?
