Describe the feature

I'm setting up a policy for AWS quota limits. My org has custom tags for owners in Cloud Custodian. The To: options does let me send an email to a specific email address I have set up and the owner but they both appear int he 'To:' field in the email. I'm just wondering if there could be a feature to bcc custom tags.
