Move to Go Modules

The build instructions seem complicated -- would they be greatly simplified if we move to Go Modules?

I'm not sure how they would be simplified. Right now you can run make inside the project directory, and you end up with compiled versions under the ./build directory for both Linux and macOS.

In general moving to Go modules makes sense, but it doesn't buy us much right now, and would involve updating various CI pipelines that currently just work.

What problem are you trying to solve?
