While we do want to talk about the idea of product management as a functional "role-type" for the workgroup leads, I do not believe that any description of the project should use the word product.

Example in TOC.md line 2:
product and design decisions.

What would you replace it with?

I recall a PM saying that the log output of the BOSH director is a product decision and hence a criterion for story acceptance.

My suggestion is to replace product with project... when folks treat community projects as products, i have seen several examples of struggling with community health.

I've had second thoughts about this issue. It's only referenced once in the description of the TOC, and it's very appropriate there. The TOC, once started, can choose to change this in the future if they want.
