Tidy up packer generated AMIs on cluster destroy (or earlier in the cluster lifetime) #95

Since the AMIs are created by packer and not Terraform then when the cluster is destroyed they are left behind (and will accrue charges)

We could maybe import the AMIs in to Terraform show they are temporarily managed and can then be destroyed or we could delete them via the API.
