Submit summary of basistest CTest script arguments as test notes to dashboard

The CTEST_NOTES_FILES variable gives the ability to attach notes to the test result submissions. Of interest may be in particular the details required to re-run the tests with the very same configuration. Therefore, a notes file with the arguments to the basistest CTest script could be helpful.
