Privacy_XH 1.0beta3

This release fixes a minor bug, enhances the documentation, and allows visitors to decline to the usage of cookies. The latter requires to fix templates which already use a former version. See the changelog for details.

The originally scheduled 1.0RC1 has been postponed, since we need help on two open issues, so please provide feedback on these.
