Cannot load cms-bot commands in #13028

GitHub refuses to load #13028, which lists the cms-bot commands. I guess this is due to too many "This was referenced" links, since it is mentioned in every PR. Can we make a new issue or find a better way to post the commands?

and updated all existing open PRs and issues to use the new url.
