In TAG CS repo,

There are "facilitators", "chairs", "members"
Some WGs only have faciliators, some have only chairs, some have only members

We should document what these mean somewhere.

Another improvement here:

Let's remove the "interested parties" role in the WG charter docs
This is a legacy role, used when the WG was forming up
