[DEV] Template path configuration cannot be available at project scope

Describe the bug

In the administration panel, there is a new property to configure the path to templates the plugin should use for the reports.
At plugin execution, only the SonarQube server configuration is available so configuration at project level cannot be used.
Therefore, this configuration should not appear in the project administration panel.

To reproduce

1. Install the plugin
2. Go to your project administration panel / General Settings

Expected behavior

In General Settings, the CNES report panel should not appear in project administration panel.
Only in SonarQube server General Settings.
