[RA1] Improve IETF reference management #3073

It leverages bibtex [1] as commonly used for IETF or
many scientific papers. It would be applied priorly to RM, RA1
and RC1 which targets GSMA.

Other references will be updated once the IETF ones are
merged

@pgoyal01 @karinesevilla this patch also fixes a bug which must be backported to stable/moselle
