Repro:

Have two projects in subfolders, say root/proj1/proj1.fsproj, root/proj2/proj2.fsproj
Set workspace root to root/
Open a file, say root/proj1/Program.fs
calculates references in root/bin/Debug/tfm/proj_name.dll, but should be root/proj_name/Debug/tfm/proj_name.dll
