A team documented all the the rules in this document. These should be implemented as conditional logic within the flow.

Do we have a way to find out if an address is in an ARPA neighborhood? This is a condition for the ARPA programs.

We could use google maps/geocoding but I'm not sure what the ARPA neighborhood boundaries are.

I'll send a note to Aileen to confirm the actual boundaries. We should be able to do that.
