* Setup a CONTRIBUTING.md. Move technical steps from README to CONTRIBUTING.md. Add lots of Fork, PR, and Contributing notes to CONTRIBUTING.md borrowing heavily from freeCodeCamp Chapter project * Reorganize the headings and steps in the CONTRIBUTING.md * Further revisions to the headings and sections in CONTRIBUTING.md * Reorder the main sections in the README * Add a CODE_OF_CONDUCT.md since Github likes for it to exist * Minor formatting and flow tweaks to CONTRIBUTING.md * Improve the How to Help section and formatting. * Improve PR section of the CONTRIBUTING.md and fix a couple typos. * Improve the FAQ section and Help Sections * Improve the FAQ section and Help Sections * Improve the How to Help section.

Lots of new technical how-to in a CONTRIBUTING.md which largely borrows from the previous README and the Chapter project's CONTRIBUTING.md.
