The base_url() function is not working with HTTPS connections.

For example:

// http://github.com
base_url('bcit-ci'); // http://github.com/bcit-ci

// https://github.com
base_url('bcit-ci'); // http://bcit.ci

I believe the issue is with the CodeIgniter\HTTP\URI->resolveRelativeURI() method.
