Now that we have more builds with upgrade choices, it seems logical to have Merge, Split, and the other build manipulation buttons beyond just accel/stop of the various builds. I often do turnabout builds on my fighters to re-queue a Boost build-on. Furthermore, I sometimes build fleets in 5k sets to 25k and then add in a further 25k set. A list of 5 builds fits on screen better than 10.

Additional point: having the Build pane displaying a lumped complete is confusing. Rather note soonest complete, and an indic flag noting other builds are in process as well. Tapping the star would then display all builds in a full-expanded list. If there is no 'other' flag, that would show that you have a solo build, and this star might be a target for adding other builds. Or not. The data would be clearer and distinctive, resulting in a better display overall.
The Idle star shortlist is, by definition, idle. Displaying split between ship and non-ship idles is silly. Rather show the two totals on a history basis, say for the last 1-6 months. Adding color, would have long idled stars displaying flame-red of warning, vs. Blue or Yellow for stars idle for lesser periods. This would give a bit more of an analysis of the star's 'idle-ness'. Blue for idles of less than a month's duration. Yellow for the time frame between Blue and Red category stars.
This would also serve for future Diplomacy or Terraforming ventures. Ceding/Selling stars, Revitalize or Cut-Your-Losses reverts to unclaimed state.
Further note on the final point: this would open the door to population flux. One player's pop from a given star could migrate to another empire or star. Say that star A is scheduled to revert, rather than die, they'd have migration choices. Basically this would target change to a planet's compatibility/congeniality index.
