Удалось добавить favicon в production сборку при помощи html webpack plugin (задал путь к favicon). Это работает в production сборке, но в dev сборке почему то в index.html прописывается путь к favicon без необходимой точки в начале пути - и из-за этого favicon не грузится.

Оставил пока так, потому что главное, чтобы в prod версии был favicon.
