Provide options for COE users to find our site

The City may have a way for us to create an icon that opens our website on mobile devices that can be installed on COE smartphones for users.

If not, we may want to consider using a web app install banner (https://developers.google.com/web/fundamentals/app-install-banners/). Here's a GitHub repo I came across that was built for this purpose also (https://github.com/mozilla/wp-add-to-homescreen/blob/master/wp-add-to-homescreen/readme.txt), but it is not receiving regular updates anymore.
