Transfer responsibility to ACCESS-NRI?

ACCESS-NRI needs to deploy mppnccombine-fast to the vk83 project to support ACCESS-OM2 model configurations that it is taking over support for from COSIMA. See ACCESS-NRI/access-om2-configs#27

The plan at this stage was to fork the repository as we'll need to add some CD infrastructure.

@paolap It struck me that this might be one of those bits of infrastructure ACCESS-NRI could/should take responsibility for, so I've made an issue so we don't forget it, and in case it makes sense to transfer the repo rather than fork.

I'd like to include @ScottWales in the conversation as he wrote it.
