Requires Windows 8

By using SetProcessDpiAwareness it requires that windows applications build using this library will only run on Windows 8.1 and later. On Windows 7 it causes a panic.
Is this intentional?
If so, it seems unfortunate, as Windows 7 is still the most widely used Windows version.

I was planning to make that contingent on windows version -- haven't figured out how to get the windows version yet though -- will do that soon!

@JakeMont I think I've just fixed this issue in the latest commit but I don't have easy access to a system to test it on -- could you give it a try? there are some updated dependencies (need updated goki/ki and some other things) so you probably need a go get ... in gi/examples/widgets.
