Time delay for tooltip text to display (GoGi Editor) is longer than I'm used to #48

looks like 500-1000 msec is suggested. I personally like it slower so they don't get in my way, as suggested by one of the commentators.

It was set to 1500 so I reduced to 1000.

Also It is now configurable in detailed params, so you can set it faster if you want (HoverStartMSec)

Just because you like it ridiculously slow doesn't mean it should be so for everyone, @rcoreilly. People should not have to go to the detailed params and find this setting out of 29 different settings to have a usable experience. I am changing the default to 500, and you can go to the detailed settings and change it to whatever value you want for yourself.
