Changset doesn't raise PR

Describe the problems
Changeset workflow was setup for gh actions. Once the job is done PR should be raised by bot which helps us to merge the branch with the npm package which was published. But PR is not being raised by bot.

Expected behavior
Once the job is done PR should be raised which can be merged with the npm package. Once PR is raised logs from .changesets will be logged on to CHANGELOG.md.
