Hard cap on average

Hi,

I played the the following game (see screenshot) with players ranked 19, 19 & 16. The average was calculated as 16, the true average is 18. Is this working as intentional for victory chance probability purposes or a bug?

@chevankraaij Was this that way when you were inside the game? It's possible that after the game the levels of those player changed - please let me know if you will see this again. Thanks

I made a picture to show a mate beforehand and its identical. I also checked their rankings directly after and indeed one got a demotion but that would still be 17.6 rather than 16.
