Automatically detect whether dos2unix is installed with cl build #124

With the cl build of Cgl, dos2unix is required, but the configuration doesn't fail if it's not present and even the build appears to succeed. This is bad.

Better open a ticket in the BuildTools Trac for now, if this is still an issue.
