Describe the way hashtags work better or change

Currently I say of the tweets:

'Enter a Tweet. %twitter will be replaced with the selected representative\'s twitter handle. Do not include hashtags, do that above.', array('%twitter' => '{twitter}')

of hashtags I say
If set, these hashtags will be added to all the tweets below.

But this is not entirely accurate. Hashtags can be added inline. Can they be added to the end and this hashtag field removed entirely?
