Create repository for colcon-gradle

I'm porting https://github.com/esteve/ament_java to colcon and given that the recommended process is to create a repo under the colcon organization to store any extenions (http://colcon.readthedocs.io/en/latest/developer/contribution.html#new-packages-extensions) I'm asking for one here, though I don't know if this is the correct repo for filing a ticket for that.

@dirk-thomas sorry I forgot to reply. Yes, I had been learning about Colcon and wanted to have it all tied together before pushing something that worked.
