Add landuses

I looked into this one the other day and I'm not sure how to handle it just yet. The issue with landuse is that I think it's used in conjunction with other tags in our "type" field. I considered adding a landuse field to the form, but it's difficult to know when to display this, and displaying it all of the time might entice people to put something when the object they're editing probably shouldn't be tagged with a landuse=* tag (it's not a true landuse-like geometry). The reason I submitted that support issue is that I found a cemetery out in the wild and it looked blank in the app. I will do some more research and see what data is out in the wild with landuse=* to see how people are actually using it.
