Add a simple example of index.html for Diazo theme at webpack template
Figure out how to handle rules.xml in webpack template

It looks to be possible to inherit scss files from remote host: https://stackoverflow.com/a/22337878/2116850 and http://sass-lang.com/documentation/file.SASS_REFERENCE.html#import

This way we can preparate a template inheriting from brasil.gov.temas scss files for example
